S1W-4785 Fergus Ewing: To ask the Scottish Executive whether the Improving Regulation in Scotland Unit will conduct an audit of each sector of industry as to existing regulations and issue proposals for simplifying, reducing or removing such regulations and, if not, why not. Procedures are in place to provide simultaneous interpretation services when Members wish to speak in a language other than English during meetings of the Parliament or committee proceedings. However, the Parliamentary Bureau has agreed that Members are required to follow certain procedures should they wish to make use of those services. Requirement to give notice Members must give at least 24 hours’ notice of their request to speak in a language other than English. They should notify the Business Clerks in the Chamber Office of their request and should provide the following information: (a) the date and item of business on which they wish to speak; (b) details of the language in which they wish to speak; and (c) the estimated length of the address. While at least 24 hours’ notice of an interpretation requirement must be given to the Business Clerks to allow the necessary arrangements for interpretation to be put in place, it would assist parliamentary staff if a longer period of advance warning were given where possible. The Business Clerks will notify the Presiding Officer of a Member’s interpretation request and will inform the Member of his decision. Provision of text by Member If the agreement of the Presiding Officer is obtained, the Member should provide copies of the text of their address in both English and the alternative language, preferably in both electronic and paper format, to assist Official Report staff and interpreters. In order to allow interpreters adequate preparation time, this material should be made available to the Official Report no later than one hour before the start of the business item during which the address is to be made. Official Report Where an address is made in Scots Gaelic, the Official Report of the relevant proceedings will contain both the English and the Gaelic versions of the address. Where an address is made in another alternative language, only the English version will appear in the Official Report. Members are welcome to check the original and translated versions of their speech in the Official Report office, at room 5.19 in Parliament Headquarters, about one and a half hours after they have spoken.
