The meeting opened at 2.01 pm. 1. Item in private: The Committee agreed to take items 6 and 7 in private. 2. Subordinate Legislation: The Committee considered the following affirmative instrument- The Scottish Local Government Elections Regulations 2002 (draft) The Deputy Minister for Finance and Public Services moved motion S1M 3566- That the Local Government Committee, in consideration of the draft Scottish Local Government Elections Regulations 2002, recommends that the instrument be approved The motion was agreed to. 3. Declaration of Interests: Dr Richard Simpson MSP declared his interests relevant to the remit of the Committee. 4. Public Appointments and Public Bodies etc. (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 1). The following amendments were agreed to (without division): 3, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25 and 26. The following amendments were disagreed to (without division): 42 and 43. Schedule 1, section 2, schedule 2 and section 3 were agreed to as amended. The meeting was suspended from 3.32 pm until 3.40 pm. 5. Allotments Inquiry: The Committee took evidence from- Peter Peacock, MSP, Deputy Minister for Finance and Public Services; Sarah Morrell, Head of Branch, Local Government Constitution and Governance Division, Scottish Executive; Heather Aitken, Policy Officer, Local Government Constitution and Governance Division, Scottish Executive. 6. Dog Fouling (Scotland) Bill (in private): The Committee considered a draft Stage 1 report and agreed changes. The Committee further agreed to publish the report on Friday 6 December 2002. 7. Proportional Representation (Local Government Elections) (Scotland) Bill (in private): The Committee considered a draft Stage 1 report. The meeting closed at 5.05 pm.
