Text BUSINESS BULLETIN 3/1999 Tuesday 18th May 1999 (revised) Section A Daily Business List 2.30 pm Personal Statement by the Presiding Officer Motion of the First Minister: Law Officers Rt Hon Donald Dewar: That this Parliament agrees that it be recommended to Her Majesty that The Right Honourable The Lord Hardie QC be appointed as the Lord Advocate and that Colin Boyd QC be appointed as Solicitor General for Scotland. The Presiding Officer has indicated that he will put the question on the First Minister’s motion no later than 30 minutes after the motion has been moved. Followed by: Motion of Mr Alex Fergusson Mr Alex Fergusson: That this Parliament agrees in principle for Prayers to be held on a non-denominational basis, at the start of each plenary session of the Parliament, and remits to the Parliamentary Bureau to make arrangements therefor and to come forward to the Parliament with recommendations speedily. Announcements Section B - Business Programme Section F - Notices of motions and amendments to motions lodged since Thursday 13th May 1999 BUSINESS BULLETIN 3/1999 Tuesday 18th May 1999 Announcements Agreement to the recommendations for the appointment of Scottish Law Officers, the appointment of Ministers and to the appointment of junior Scottish Ministers Notices of motions seeking the Parliament’s agreement to the recommendations for the appointment of the Scottish Law Officers, Ministers and junior Scottish Ministers have been lodged. These are shown in Sections A and F (for the motion on the Scottish Law Officers) and Sections B and F (for the motions on Ministers and junior Scottish Ministers). Scottish Law Officers Members are reminded that amendments to Law Officer appointments may be moved without notice. Amendments can only delete that part of the motion relating to one of the appointments (Standing Orders: Rule 4.3.3). Ministers and junior Scottish Ministers There is no provision to move without notice an amendment to a motion on the Parliament’s agreement to the appointment of Ministers and junior Scottish Ministers. The only admissible amendments will be to delete a part of the motion relating to a particular member or group of members (Standing Orders Rule 4.6.3). Members wishing to give notice of amendments to either of these motions may do so at the Chamber Office. Notices of amendments which are lodged before 6.00 pm on Tuesday 18th May will be considered by the Presiding Officer when deciding which amendments are to be taken by the Parliament. The amendments to be taken will appear in the Business Bulletin on Wednesday 19th May. Members Wishing to Speak The Presiding Officer would find it helpful if members who wish to speak in the debates on either of the motions to be taken today or in the debates on the motions on Ministers and junior Scottish Ministers tomorrow were able to notify the Chamber Office of the debate in which they wish to speak. This will enable him to take a view on the length of time that should be scheduled for the debates and on whether speaking time should be limited. Notification regarding the debates on Ministers and junior Scottish Ministers should be submitted by 6.00 pm on Tuesday 18th May. Wednesday 19th May 1999 It is expected that the Parliament’s business will commence with a debate on the First Minister’s motion seeking agreement to the appointment of Ministers, that a debate on a motion for the Parliament’s agreement to the appointment of the Junior Scottish Ministers will follow, and that the elections of the members of the Scottish Parliament Corporate Body will take place in the afternoon. Messages conveyed to the Parliament Tynwald: The President of the Tynwald, on behalf of the members of the Tynwald, has sent a message of goodwill to the Presiding Officer and the members of the Scottish Parliament. The message also states that the Tynwald looks forward to a long and fruitful association with the Scottish Parliament. Queen Margaret Union, University of Glasgow: The President of the Queen Margaret Union, University of Glasgow, on behalf of the Union members, has sent a message of goodwill to the Presiding Officer and the members of the Parliament.
