9.30 am Motion by Andrew Wilson—

S1M-736 Andrew Wilson: Financing Public Services—That the Parliament
expresses its concern at the level of resources allocated to Scotland by
Westminster which takes no account of the requirements of Scottish public
services, the level of revenues raised in Scotland or of the priorities of
the Scottish people; notes in particular that health expenditure is rising
faster in the rest of the UK than in Scotland despite the fact that there
is no evidence of relative improvement in health standards in Scotland;
observes that the latest polling evidence suggests that more than two
thirds of Scots want greater powers for the Parliament, and therefore calls
upon the Scottish Executive to bring forward proposals for a fairer, more
fiscally responsible and more democratically accountable system of funding
Scottish public services that allows the Scottish people, through the
Scottish Parliament, to make the key choices about the share of the
nation’s wealth that should be allocated to public services. 

The Presiding Officer has selected the following amendments

S1M-736.1 Mr Jack McConnell: Financing Public Services—As an amendment to
motion (S1M-736) in the name of Andrew Wilson, leave out from "expresses
its concern" to end and insert "welcomes and supports the investment by the
Scottish Executive in education, health and other vital services, matching
the people’s priorities with prudent costed expenditure plans, and
endorses the additional funding of £288 million for 2000-01 announced by
the Minister for Finance last week." 

S1M-736.2 Nick Johnston: Financing Public Services—As an amendment to
motion (S1M-736) in the name of Andrew Wilson, leave out from "expresses
its concern" to end and insert " recognises that the application of the
block mechanism and Barnett formula by successive governments has enabled
Scotland to develop high standards of public services and recognises that
further improvements in public services in Scotland will be best achieved
through sustaining our partnership within the economic, monetary and
political union of the United Kingdom."

S1M-738 Mr Adam Ingram: Dairy Industry—That the Parliament recognises the
serious crisis affecting Scotland’s dairy industry; notes with concern
that farm gate price for milk has fallen by over 30% in the last three
years, yet the retail milk price has remained virtually static, and calls
upon the Scottish Executive to enter into a dialogue with the industry with
a view to developing a strategy to ensure its long term future.

Powers Bill—That the Parliament endorses the principle of ensuring that
the use of investigatory techniques is compatible with the European
Convention on Human Rights, as set out in the Regulation of Investigatory
Powers Bill, and agrees that the provisions within that Bill that relate to
devolved matters should be considered by the UK Parliament.

S1M-418 Mr Kenneth Gibson: Suicide—That the Parliament notes with deep
concern the death of 874 Scots by their own hand in 1998; is aware that
since 1984 the proportion of male Scots aged 35 or under whose deaths can
be attributed to suicide has increased from one in nine to one in four, and
for females from one in twenty to one in seven in the same age category,
making suicide the most common cause of death in young Scots; recognises
that in Scotland the suicide rate for males and females of all age groups
is 32 and 10 respectively per 100,000 and increasing, whereas in England it
is 18 and 6 per 100,000 and decreasing; believes the reasons for suicide to
be complex, multi-functional and poorly understood, and calls upon the
Scottish Executive to commission, at the earliest date possible, wide
ranging, comprehensive research into the issue of suicide, analysing what
makes people take their own lives, why the suicide rate in Scotland is
increasing, why particular groups in society are more vulnerable than
others, how other countries prevent suicide, and introducing an early
warning system of diagnosis and intervention.

considering reviewing the legislation which permits local authorities to

Ministers are permitted to publish legal advice received, regardless of the
fact that the Code of Practice on Access to Scottish Executive Information
could be used to justify non-disclosure and, if so, whether it will publish
the advice on which the Minister for Transport and the Environment’s
decision to instruct that a public inquiry be held in relation to the
application by Associated British Ports for the Troon Revision Order was
based.

 

S1W-6023 Mike Watson: To ask the Scottish Executive whether any of the
monies allocated from the Domestic Abuse Service Development Fund will
specifically assist with service provision and support for women with drug
or alcohol dependencies.

 

S1W-6024 Mr Kenny MacAskill: To ask the Scottish Executive to detail what
funding was provided in 1999-2000 and will be provided in 2000-01, and any
additional funding that has been, or is to be, made available for: (a)
child road safety education and information; (b) local authority spending
on schemes for child safety and safe routes to school; (c) safety at
congestion stress points and other improvements on trunk roads networks;
(d) congestion warning systems to reduce accidents on congested sections of
motorways; (e) integrated transport projects applying new technology to
public transport ticketing and improved traffic management in towns; (f)
local authority improvements in telephone information for passengers on
local transport services and (g) making existing diesel buses and taxis in
cities and towns "cleaner" in their fuel consumption.

 

S1W-6025 Mr Kenny MacAskill: To ask the Scottish Executive what funding is
made available to local authorities to provide concessionary travel cards
for pensioners and whether any additional funds will be made available.

 

S1W-6026 Mr Kenny MacAskill: To ask the Scottish Executive to detail any
projects it proposes to support and the level of funding it will add to
assist the implementation of Railtrack’s Network Management Strategy.

 

S1W-6027 Mr Kenny MacAskill: To ask the Scottish Executive what funding and
support it will give to provide a rail link to Edinburgh Airport.

 

S1W-6028 David Mundell: To ask the Scottish Executive whether it has had
any discussions with the Scottish Further Education Funding Council on
developing a strategic approach for the provision of tuition in languages
to students and, if so, what has been the outcome.

any discussions with the Scottish Further Education Funding Council on

Scottish clothing manufacturers currently provide uniforms and clothing to

contracts in future.

publish the cleaning specification and schedules for toilets in the

S1W-6033 David Mundell: To ask the Scottish Executive, further to the
answer to question S1W-5474 by Sarah Boyack on 4 April 2000, why there is
no Route Action Plan for the A701 and whether it intends to establish such
a plan.

 

S1W-6034 Pauline McNeill: To ask the Scottish Executive whether it has any
plans to legislate on European Convention on Human Rights issues other than
intrusive surveillance.

 

S1W-6035 Roseanna Cunningham: To ask the Scottish Executive what
representations it has made to either Her Majesty's Government or directly
to the European Parliament regarding the consultation on the proposal
contained within European Parliament Document No. 10317/99 Initiative of
the Republic of Austria with a view to adopting a Council Directive to
combat child pornography on the Internet and any implications this proposal
may have for the Scottish legal and criminal justice system.

 

S1W-6036 Ms Sandra White: To ask the Scottish Executive how many hospitals
have been sold in the Greater Glasgow Health Board area since 1981, how
much has been raised from any such sales and how has the money been spent.

 

S1W-6037 Ms Sandra White: To ask the Scottish Executive whether any
hospitals are currently planned to be sold in the Greater Glasgow Health
Board area and what the projected income is from any such sales.

 

S1W-6038 Ms Sandra White: To ask the Scottish Executive how many schools in
Glasgow are known to have asbestos within the structure of the building.

 

S1W-6039 Ms Sandra White: To ask the Scottish Executive what action is
being taken to deal with asbestos in Glasgow’s schools.

*S1M-747 Karen Whitefield: Scottish Youth Parliament—That the Parliament
congratulates those young people involved in establishing the Scottish
Youth Parliament, a representative forum for young people from all parts of
Scotland and all social backgrounds, which aims to provide the youth of
Scotland with a strong and united voice with which to promote the rights of
young people.

 

*S1M-746# Mr Lloyd Quinan: Autistic Spectrum Disorder—That the Parliament
notes that the incidence of the childhood condition autistic spectrum
disorder has increased considerably in the last ten years; further notes
that data relating to this condition is not routinely centrally collected,
and believes that an independent research study requires to be undertaken
in order to establish the mechanisms which cause autistic spectrum disorder
and so allow preventative action to be taken.

 

*S1M-745# Karen Whitefield: Storysack Initiative—That the Parliament
congratulates The Boots Company and its staff in Airdrie who, on a
voluntary basis, are providing support for the Storysack Initiative, which
is designed to stimulate and support children’s reading and which is
benefiting the children of Airdrie; recognises the benefits such work can
provide to volunteers through the development of new skills and
participation in lifelong learning, and further congratulates The Boots
Company on the support it also provides to the Greater Pilton Childcare
Centre.

 

*S1M-744 Mr Kenny MacAskill: Craigmillar Independent Inquiry—That the
Parliament notes with concern that, notwithstanding the PIEDA report, there
is further suggestion of irregularities and financial maladministration in
the Craigmillar area, and accordingly believes that a full and independent
investigation should be undertaken into the organisation and workings of
Craigmillar Opportunities Trust, Craigmillar Festival Society, Craigmillar
Partnership and subsidiary projects in the Craigmillar area.

Meeting of the Parliament

The Presiding Officer will suspend the meeting for five minutes between the
two morning debates and again in mid-afternoon.

 

Standards in Scotland's Schools etc. Bill 

The second day of Stage 2 proceedings on the Standards in Scotland's
Schools etc. Bill is on Wednesday 26th April and the deadline for lodging
amendments is 5.30 pm on Friday 7th April. 

The order of consideration agreed by the Committee means that it will
consider sections 4 to 12 and then sections 41-51 immediately afterwards.
The Committee does not expect on day 2 to progress beyond the end of
section 51.

Members are advised to lodge amendments in good time before each meeting,
and as early as possible during the day.
